• Design a new concept of ‘Campus as a City’, a modern International Government & University District for the 21st Century, based on a polycentric system of core services;
• Identify balanced growth in Phases, and balanced growth in parallel of the Private Residential and Public Service Areas;
• Efficient and clear Institutional and Service area based on central Spine and (backbone) transversal Corridor.
